Lots of shady used car dealers do that when they buy off wreck row( back lot trade ins) from the new car dealers.
That is true, ... but hes dealing with a GM warranty here.

I know book time to rebuild my 3.8 at the dealer was 26 hours, the mechanic did it in about 10 hours. But all he does is build 1500 hp engines and races them in the dirt tracks on the weekends. Good thing I got half off for labor and parts and changed the time to 15 hours instead of 26 hours. It all depends on the shop/service managers if they are shaddy or actually want to make money out of the Service Dept since it brings alot of the income to the dealer. My Dad was a straight up guy and mechanics trying to pull scams were fired and he would have another mechanic the next week that was honest. He made sure the mechanics who were good at engines got those tickets and guys who knew rearends got those and so on, that way they could get the job done early and its done right. The mechanic gets more money becuase he did a 12 hour job in 4 and moves on to the next car , so in one day he could get 20-24 hours of book time for a 10-12 hour day.
