How far are you from LR?

About 2 1/2 hours away. I'm in the northwestern part of the state. Although I might be down at War Memorial in LR for an autocross event in a couple weeks.

Test drive it and then if its not too bad offer $2500, since he put in there OBO then there is something somewhere wrong with it, to me its like their feeling guilty so they put OBO to make themselves feel better. If you drive it and say it doesn't engage right or something or the brakes are going, misfire or the SES light is on offer $2000. Only thing he can do is except it or ask for more. You can always say it has 142,000 miles on it (thats alot of miles). I rebuilt mine at 122,000.

I was going to buy a 99' 5.3 chevy truck listed at $5000 talked him down to $3500 but then decided not to get it , just didn't seem to drive right to me and my dad, so I decided to just put the money into my Camaro. I bought some Manely valves and will get my heads done $800 and then will get a built tranny and converter $1400. Then install the turbo and get a 9" rearend $2500. That should cover my $4000-$5000 budget.

I'd never assume that. People who put their cars on craigslist want fast money and don't want to take the time to deal with the hassle of eBay. And since they just need the money, they're likely to say "obo" because they don't want to sit on a firm price for 3 weeks waiting for someone to pay asking price. Honestly I'm more likely to make assumptions of someone asking a "firm" price. To me that says "I'm asking more than this car is actually worth because it has sentimental value." Also it's a pretty common business tactic with selling second-hand goods to advertise your flexibility in the selling price. It lets people know you're reasonable.

This is why I say test drive it and see if anything is wrong with that many miles without receipts it could be a time bomb. I wouldn't only ask for $2800 when its listed as $3000 that would be pointless. If hes willing to put OBO then he wants to sell it quick , so why not ask $2000 and he'll probably meet half way at $2500, just saved $500, if there is something wrong with it he might get it for $2000 , $1000 off and if it is a easy fix then thats a hell of a deal. Its how the car was taken care of and fluids changed and if they have the repair records. Thats how I got the guy down from $5000 to $3500 on a 99' 5.3 truck , the rear would had to been overhauled along with all the suspension componets so it wasn't worth my time to buy it and put $2000 into to it. I only use OBO when I want to sell it quick and usually new stuff becuase I wouldn't trust used parts I don't know about to someone because I'm honest about what I sell.
