Rustoleum wheel paint is really nice stuff. I redid my salad shooters before selling them with that stuff and it turned out very nice. Better to work with than the first stuff I used. Not sure how it's holding up as I haven't seen them since, but I'd imagine quite well.
The sheen of the black you use really doesn't matter, you'll get the final sheen from the clear coat. I went with gloss and it turned out really nice, but the black paint I was using was satin and I was tempted to leave off the clear or switch to a satin clear because it looked so nice. I know satin and flat sheens will be harder to keep looking right but it shouldn't be too bad.
