I actually thing all forums should start having some sort of email forum application check. Its kinda like a background check really. I tried registering to the RC-Monster forums for several weeks and finally sent an email to Mike the owner and he responded instantly and activated my account. Definitely worth it if the forums is full of knowledgeable people without with any BS posts.
