annoying program keeps coming back...help

Somehow a some program called "Wink" keeps installing itself on my pc. I deleted it several times but it comes back and when it does, I get pop-ups out the a##. Any suggestions on how to wipe it out for good?

or better yet back up all your info, do a clean wipe and download and install all the securtiy programs so you don't get hit with anything.

For self installing programs like that you may need to run these programs in safe mode to assure that you get rid of it.
