They are called security screws. They are used just on other things besides bathrooms. The are generally used on stuff you don't want people to unscrew.
We have them on all the doors to the 2 saferooms at my work.(to hold on a plate so you cannot try the "credit card trick" to get the door open) Actually not hard to take off as long as you have the right tool.
Why are they in stalls, I have no idea.

I can give you a pretty good reason why they use tamperproof screws. Back in HS, you could look directly into the mens bathroom and see the first stall because the door was always propped open. Well one day, the students took the stall wall down while this poor dude was takin a dump. Everyone in the lunchroom got a view... It was pretty funny I must say.
Now as to why they would bother in some corporate building? Who knows... But I also find myself staring at these screws also. they have funny little screws in all the furniture (well, in everything actually) at psychiatric wards. you cant have the patients taking out the screws and stabbing themselves or each other. maybe there is some carry-over of that thinking where your working. they are security screws, and they sell the tool to remove them at home depot, where you can buy the screws too. i used them on my euro tail light on my s-10 a few years ago, it is impossible to steal them unless you use the tool or a drill. the tool looks like an s- shaped flat head screw driversurrounded by a circle with small teeth. you put the tool in your drill and apply pressure in reverse and it comes right out.
