learn to read charts... it's actually only 10M that are under knowing how to speak English "well"... you just counted people that speak spanish and know how to speak english "very well" and "well"... and that doesn't exactly help you prove a point... actually, only about 3M speak English "Not at all"... which would be about 1.3%... which is far different than your quoted 25 or even 18%.

This is due mainly to the fact, there has been less influences from other cultures and languages.
