and it can do movies too
problem is I don't know how to get it onto a dvd so it will play on tv
is there any (free hopefully) programs that allow this?

Check this site out. Your digital camera probably captures in AVI format (double check to make sure) then you can look up a guide on this site to convert the video to DVD.
