Im thinking about buying a project car. And i think it doesnt have a title im not 100% sure. But how hard would it be to get one?

In NC getting a title from the DMV requires you to buy a Indemnity bond for 115% of the value of the vehicle. It protects you and the DMV from the previous owner if the vehicle was really stolen or lost.
