Actually, if I recall correctly speeding is the only traffic offense you can't be arrested for in Texas. Every other traffic offense is an arrestable offense (headlight out, etc). don't listen to anyone unless they are in a uniform or can currently produce a badge. even then, i'd be somewhat skeptical. laws change every few years. if you don't actively keep up with it, you'll get out of the loop quick.
