It was a ford joke.
Ford's logo is an oval with the letters "FORD" written in it. Like this.
Now ford has been using this logo for MANY years.
With the backgound out of the way, here is the part you have to pay close attention to:
It is reasonable to say that because the word FORD is surrounded by the oval, "they have circled Ford". A lot of people think Ford is an inferior automaker, and will tell a FORD owner that when their car breaks down, its because its a FORD, or "Ford is the problem."
Now make a simple substitution for ford, and you have the saying "They have circled the problem."
As said before, ford has been using that logo for many years, BEFORE the GT came out, hence you get, "Circled the Problem even before they came out. "
