take it to a tech shop (not best buy, a local shop that does it's own work) and ask them if they can plug a POST code reader in real quick. my work does it all the time it can tell you if you need new ram, a chip shorted, etc.

Make sure any PCI cards that you installed (USB 2.0 Card) are seated all the way. If you installed an AGP card, make sure it's seated properly as well. Make sure the CPU fan is properly secured. Check RAM to make sure it's seated properly. If all else fails, take it to a pro. So far, that's all I can come up with.
Troubleshoot it by removing both new installed cards to see if they are the one's causing you problems. That would mean they were not seated right or are not compatible.

takeing the battery out on mobos does not always clear the setting you accually have to use the jumper, it erase's it with power from the battery.....
also for board with on board video there is ually a jumper AND bios setting to change
