Calif. Prop. 87--tax for alternative fuel

    This will be in the Nov. ballot. From what I heard in the news that it won't increase consumers taxes or what Californians are paying for in the pump (which happens to be one of the of all the states). The purpose of this is to help fund research for alternative fuel.

    The tax on be put on Gas companies like Chevron, Texaco, Arco and so on. These companies are trying to defeat. I think it's a good idea but I don't that the increase tax on them won't reflect on the pump. Calif. already pay a high tax on fuel plus the extra EPA regulation. That's why gas is soooo expensive here.

    Do you guys think this is a good idea?

    Alternative Energy. Research, Production, Incentives. Tax on California Oil. Initiative Constitutional Amendment and Statute.

    Proponent: James C. Harrison and Thomas A. Willis c/o Remcho, Johansen & Purcell (510) 346-6200

    Establishes $4 billion program to reduce oil and gasoline usage by 25%, with research and production incentives for alternative energy, alternative energy vehicles, energy efficient technologies, and for education and training. Funded by tax of 1.5% to 6%, depending on oil price per barrel, on producers of oil extracted in California. Prohibits producers from passing tax on to consumers. Program administered by California Energy Alternatives Program Authority. Prohibits changing tax while indebtedness remains. Revenues excluded from Proposition 98 calculations and appropriation limits. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: New state revenues annually – depending on the interpretation of the measure’s tax rate provisions – of either about $200 million or about $380 million from the imposition of a severance tax on oil production, to be used to fund a variety of new alternative energy programs. Reductions of unknown amounts in: local revenues from property taxes paid on oil reserves, potentially partially offset by state payments to schools to make up their revenue loss; state revenues from income taxes paid by oil producers; and, potentially, state and local revenues from gasoline and diesel excise and sales taxes.     How do they prohibit it from getting passed on to the consumer?
    Gas companies can charge whatever they want for gas, so you think if they have to shell out 2.5-6% that they won't simply raise prices? Thats exactly what will happen, they just wont say that they raised them to cover the taxes.

      This is _exactly_ the sort of thing this country needs to do.

      Yeah, the cost may be passed through to you, even if it says it won't. And, if you think the gas price problem is a bad guy somewhere (oil company, environmentalist, politician, you name it) you'll think "Why should I have to pay more? They should just find the bad guy and stop him and high gas pices will go down, with no effort on my part."

      But that's wrong. The problem is not a bad guy somewhere, it's that there are a lot more people in the world using a lot more oil, and the rate of finding new oil isn't enough. It will never again be enough.

      We need to reduce our use of oil. It will be hard, and expensive, and it will affect your life. But, if we don't, our economy will go way downhill, as oil prices continue to go up.

      So, yes, this is a good idea. You should vote for it.

        We don't need to pay more for it.
        Ethanol is already here. Grow more corn and lower the prices. Thats all that has to be done. Americans will jump on that so fast it won't be funny.
        All americans hate big oil companies, they would love to **** them over, let alone save money.
