I have used Norton Internet Security for about three years now, and I buy it from Comp USA for about $50-$65 per year.
My question is;
Ebay sellers have them up for auction or "Buy It Now" for phenomenal prices, but most of them do not come with the original box (or sometimes the manual). Is there a reason for this?

These are the versions that come free with a new computer ("OEM"), not the retail versions. Pretty sure of that. But the eBay sellers sometimes don't make that clear.
My guess is that those disks are: easy to buy, maybe easy to copy (they may or may not be legitimate), less valuable in some way or other (tech support, free updates????).
Here's a legitimate firm that sells both retail and "OEM" versions, and clearly lets you know which is which. About the same price for the OEM versions as eBay. Here's their FAQ which explains OEM software.
