I forgot if you mentioned what sex the children were, but if any of them are over the age of 5 and there are boys and girls then it is illegal for them to share the same room. It's also illegal for 3 children to be stuffed into 1 bedroom, especially in a small apartment, says Social Services. As much as I would hate to see a child taken away from it's parents, you should seriously let your landlord/police/SS know what these parents are doing, because it isn't fair to these children and afterall, they are breaking the law.

Get a pool table and rack up a few games at 2am. Drives downstairs neighbors NUTS.
You could try politely asking, but you are likely to get "how am I suppose to control three kids! YOU get them to settle down, I can't!" sad, but true.
You might make a case for overcrowding, depending on the size of the place:
Sec. 93.37. Floor space and storage facilities in dwelling units.
(A) Every dwelling unit shall contain at least 150 square feet of habitable room area for one-person occupancy. Every dwelling unit shall contain at least 130 square feet of habitable room area per person when occupied by two or more persons. The room area shall be calculated on the basis of habitable room area only and shall not include toilet rooms, bathrooms, halls, or passageways.
(B) In every dwelling unit of two or more rooms, every bedroom shall contain at least 70 square feet of habitable room area for the first occupant and at least 60 square feet of habitable room area for each additional occupant.
(C) Every dwelling unit shall have at least four square feet of closet space for the personal effects of each occupant.
Sec. 93.38. Floor space in sleeping rooms in rooming units.
Every room occupied for sleeping purposes shall contain a minimum of 80 square feet of habitable room area for one occupant, and when occupied by more than one shall contain at least 60 square feet of habitable room area for each occupant.

I see nothing in the code about boys and girls sharing a bedroom, so if you can find it Vanquish, let me know.

i can't believe they would let them move in there. I know where I am that they would not allow you to move in if you had over x number of people per 1,2 or 3 bedroom apartment.
Let's flip a coin. Heads I get tail, Tails I get head.
it's called lying on your application. All you gotta do is report these people they are likely in violation of their lease and will be kicked out in 30 days if your apt complex mgmt is worth a crap.

the bed rooms in this building are about the size of a 1 car garage with little room for anything other than a car, the living room/dining room a tad bit bigger but not by much. its pretty small but for 2 people its fine.

Just get a girl to come in and have really loud sex with you...That might shock them into being quiet. If it doesn't you still win :)
