If it is horsepower wars..... Mercedes has been up there for a while.... 604 HP and 738 TQ with the "65" AMG cars for the past couple years.
But, sheer all out perf etc, C6 Z06 has it and I doubt the viper will beat it.
A new Z06 w/ just drag radials clicked off a 10.85 at 129.XX here in maryland
It may be in the horsepower wars, but its not competing in the horsepower per dolla war ;)

As for 55's vs. 65's..... it really depends on the driver. If you are a newb, get in a 65 and floor it from a stand still then ESP (traction control) will cut the power etc and the car will be slow. Since the 65 makes WAY more low end tq.... to an inexpereinced driver who just floors it, the 65 would be slower
55's typically have around 516 tq
65's have 738 tq
The 738 tq in the 65 is reached at 1,800 rpm's..... just a smidge over idle ;)
With a decent driver - 55's can dip into the high- mid 12's and 110-115ish mph
65's can dip into the low 12's and high 11's and 118-122 ish mph
As for HP vs. $$....... C6 Z06 is the way to go of course
