Absolutely, which is the way the current system sort of works. The problem is that different people have different definitions for "good enough". There are some accents I really have trouble with, others I pick up on fine.
"good enough" is too subjective. Maybe a more formal method perhaps using speach recognition software should be used? If the program cannot understand the teacher then X% of the students will not be able to?
