Basically right now the internet is neutral. You can see a blogging website as quick as you see a multimillion dollar corporations website. You can say whatever you want to on the internet and nobody will stop you from saying it. Its kinda like the first amendment 4 the internet. Well, tellecommunications companies want to legally restrict bandwidth to sites that pay more. So basically, you'd have the equivalent of basic cable for the internet, with a bundle of sites that will load quickly while being unable to load certain sites that dont pay as much as the bloggers do for service. this isnt just for blogging either. Its for grass roots sites (i.e. small businesses) that are trying to make a name for themselves by getting on the internet.
For example, say CNN pays a ton of money because they want to be heard, their site will load right up but ABC Gizmos in metro "your town" will be reduced to little bandwidth or not even be hosted at all because they cant afford the huge amount of money to pay for more bandwidth.
