Well an object under gravity accelerates at 32 ft/second/second so assuming that a mustang's terminal velocity is greater than 60mph then it would take it only 2 and 3/4 seconds to reach 60 mph by falling. So that couldn't be what he was talking about.

It would also depend on his relative distance from the equator, as free fall acceleration can vary up to 1%. Altitude air density will play a part was well. Suffice to say, it's the fastest that car will ever go.
