I would say it's "adding" to development of a "well-rounded individual". Especially if it's a language that is becoming widely used such as Spanish. I won't go into detail, but let's face it, it would be wise for everyone to become proficient in it.
ok, then I pose these two questions to you:

Foreign language is a state requirement in NJ whether it's French, German, Spanish, etc.

Let me pose this question to you: Would we be communicating right now if it weren't for the English language?
Let's face it people. None of us know anything about the true workings of the government and politics, so let's quit acting like we do with dumbfounded generalizations. No one is truly a REPUBLICAN OR DEMOCRAT. There are always going to be issues that you agree with and disagree with on each side. :D
Wow Shirl, for someone who says that there are always issues that you will switch sides on and no one is truly a Dem or Repub, you sure make your case well for being a Republican!!! But to say that none of us understands the workings of politics and government is not true. Some of us have spent many years in college perusing degrees in political science and government, and do have a pretty darn good idea on what we are talking about. What you meant to say is that everyone's opinion is distorted by party rhetoric. I for one will openly say that there are some issues that I agree with the Repubs, but the majority of the issues I agree with the Democratic stance. But what I DO KNOW is that WE NEED new young leaders in the Legislative, Executive, and Judicial branches of govt with new ideas and less partisanship. The majority of the current legislators have been in FAR to long (Robert Byrd - WV) and have stale ideas. Its not Democrats who will change this country, nor will it be Republicans. It will be the next generation, who will pick up after this failed generation, and make the concessions necessary to fix everything that is broken.

Still didn't answer my question

Try again, baby.

How do you know they don't vote? ;)
those who are not currently citizens, cannot vote in elections.
So the democratic party in California is attempting to make illegals, legal. What is your complaint with that?

If their ideas are so stale, why do they keep getting re-elected? Contrary to what you're trying to imply, Senators aren't given life-time appointments; they're only elected for 6 years at a time
Ok, I can accept that, because that does make sense. I can't say Clinton was a good pres or bad, really don't care. I know the economy was decent, probably not managed to its best, but everyone was working, traveling, spending. This recession sucks.
Who cares about how the economy "looks". When Clinton was in office the dot com fiasco was going on and the economy looked great, but couldn't help but plunge. It's not like there weren't any signs of what was going to happen either.
It's very similar with the whole sub prime problem that is going on now. GW Bush had the highest %age of people owning homes in recent history, looks great on paper, but when a large %age of Mortgage Backed Securities are being funded by people that shouldn't even be owning homes in the first place and won't be able to afford the payments very soon, there is going to be a problem.

And Conservative Republicans want to...give tax breaks that favor the upper crust of the US,
The lowest classes of people pay no income tax, giving a tax refund to them would be useless. Think of how the tax system is structured as far as what layers pay what percentage of income tax. The new stimulus package in the works (not saying it will work) has a cutoff of 75k/150k income, how is this not targeted at the classes most likely to treat it as disposable income? Or are you referring to previous tax cuts?

and can we please keep religious BS out of this. The typical republican-democrat fight is getting old. no one has any legitimate information to back any of it up, so its pretty pointless. its an online political pissing match between car enthusiasts.

Actually, in my experience and others of traveling abroad, most foreigners are eager to speak in English to you once they find out you're an American; it gives them an opportunity to practice their english in a relaxed setting.

It has been clinically proven that the younger one is, the easier it is for them to learn a second, or even 3rd language, so this new requirement may have came about regardless of the current political/social situation.

Chances are, that was the real reason. Adding educational requirements, across even something as small as a county, isn't something that is done willy-nilly or on the basis of something like a 3-question survey.

Panther - there is a reason they are referred to as the "establishment." How in the heck can Robert Byrd be 90some years old and hardly able to talk (let alone campaign) and still get elected? Because of CHANGE (something we have heard so much about!) The same old people, keep voting for the same old candidates because they are to afraid to give someone else a chance, thats why. There should be term limits on the house and senate just as for the presidency. They should get a max of 4-6year terms in the Senate and 12-2year terms in the house, then their out and in with the new ideas.
