    Not always. I went through several levels of GE cust service and got nowhere. It wasn't until I dropped an e-mail the CEO that I got success. Work is damn busy today, but I hope to find time to call later.

      Update

      I called paypal and got through two levels of customer service. The lady I talked to was very pleasant and explained things very clearly to me. I talked to her for over 30 minutes.

      1) Since the buyer refused the package, I cannot prove receipt. This is like you buying something from sears.com sending it back and wanting your money back. The buyer has right of refusal in the eyes of their credit card company.
      2) Credit card companies supersede paypal. They are basically a powerless proxy. If a CC company makes up their mind, they can do jack squat. Keep that in mind next time you think of using paypal.
      3) They did take off the fee they charged me. She actually felt bad for me!
      4) I'm still f--ked out of $250.
      5) e-bay sux

              I am not their client. Why would they give two sh*ts about what I want? I thought about doing a chargeback for chargeback from my credit card company, but I hate to abuse the privilege for when I really need it.

                Have you filed a non paying bidder complaint with ebay to recover your seller fees?

                The seller is responsible for getting the item to the buyer and proving it got there.

                The USPS does not have "tracking". Delivery conformation is all they offer and is accepted as tracking by Paypal.

                  You are correct. The delivery conformation shows the package was rejected by the buyer.

USPS should be the one's refunding, but try paypal first, as they are more apt to serving the customer.

                    Someone's gotte be out $243 on this issue, and I can tell you that it shouldn't be the buyer, and it shouldn't be you.
                    I AGREE. And another thing I'd do right away is call your credit card company and let them know what happened and that you'd like them to issue you another credit card # so that Paypal can't go into your account and take that money! Good luck.

                      Paypal already took the chargeback. They credited me the fee.

                        So, paypal took your money? If so, I'd file a grievance with the credit card company and stop payment. The credit card company will want you to try and get it straightened out first, but they will not charge you the amount. If the dispute doesn't get settled, they will step in.

                          I have debated this one a lot. My CC company has been very good to me at solving disputes when I was wronged. This case is not simple, and not cut and dry. Technically, paypal is right. The buyer refused the package and demanded a refund. It is hard for me to take that case to my CC company.
