IMO, it would be best to have the detector. I would imagine that when a cop sees that he's got you on radar and it's going ballistic, he'll know right away what you have, thus, giving him a better excuse to pull you over.

You need both. Jammers inhibit laser (lidar). I dont know of a device that does both. The Blinder series are particularly effective, where external sensors mount in the outside front of the vehicle. The same company has a surprisingly effective stealth coating for $99, that can be used to absorb laser...applies a slightly darker tint to the headlights and license plate, which officers are trained to aim for.
Look up the Blinder M45 on Youtube...you'll find footage of laser guns whittled down to > 1000ft detection before it gets a speed reading, if at all.
