I used to work at an exxon garage back in high school. I forget what we were meant to charge for plugging tires, but it was outrageous. It took all of a few minutes. With the gas prices... I would normally just give it to people for free when the boss wasn't there. They would tip me a few bucks, and it would be all good!

I've used those plug kits quite a few times(Never on my car though, not because I don't want to, just never needed too). It's real easy, the kit came with two screwdriver type tools. One that roughs up the hole and the other has an "eye" in it where you put the glue covered rubber plugs into. You push it into the hole and twist and pull, then just cut the excess plug flush with the tire.
