    its not illegal to drive with out a windshield... but it is illegal to drive around with a cracked or beat up windshield.....

          sucks for you...in alabama they dont care, until you hit big cites. we drove my buddies bug from birmingham al, to mobile al with no glass, or lights, or fenders. he was in the process of restoring it, and had to move. when it got dark, we taped two gas station flashlights to the front, and followed behind in my other buddies eclipse. it was awesome, cause it leaked oil real bad and when we finally got to mobile the front of his eclipse was covered in oil!

            It is illegal to sell a vehicle with a broken / cracked windshield... Probably the same for head and taillights, and obviously tires, but from the looks of the tires they werent replaced.

            To be honest, my first thought was insurance fraud.
