Is it throttle by wire? is the tps measuring that the butterfly plate is actually opening enough to get it into open loop?

well I was wondering if it was the TPS myself but it didnt throw a code for that so I wonder if that is what it is or no

Here is what I was told by a guy on the Chevy message board

Truck should start in open loop. Truck will go into closed loop once a number of criteria are met: hot enough coolant temp (~185*), o2 sensor temp, and a predetermined time value beginning when truck is first started...

but not sure if that is right
