Member of the Moment

I'm just curious, how does the Member of the Moment feature in the Directory work? And what is it's purpose? Is it based on some kind of random timer or something?

it's let those who look into the directory a chance to see some info on those who don't post that much/are realatively new. Any one can whore ( ;) ) but this lets you see a snap shot of others

edit: I did a search on this in web site stuff & no joy. It may have been pruned.
