which rims/nittos would be quicker in the 1/4?

They will have about the same height so if you can dead hook both, you will be equal in the 1/4..
However, the 15" wheel will give you a little more cushon when you first launch the car to help you hook over the 16".
The taller sidewall helps absorb some of the inital shock and wrinkles a little thus keeping you from spinning.
