It's all about getting the best flow over the valves. They have to make up what they can't do by porting and polishing (still doesn't make it all up)
As far as the ported/polished heads, that's definately not a stock class car then - especially if he's talking about it in a magazine (against the rules). Probably no doubt it's a drag car, just probably not a stock class car. They have a class called Super Stock that allows head porting to the stock head and any cam, manifold, but they still run stock block/pistons/rods/. Keep in mind it's not all about weight reduction either - they have to run at a minimum weight (such as 3170lbs for the guy who ran 12.32 in H/FIA) or it's a DQ - they go over the scales every run.
Always thought it would be fun to run my 2000 Camaro in J/FIA - the index is 14.25, but the car would have to weight 3700! Alot of the money difference is if you want to just barely run the index or be low qualifier at over one second under your index.
