TBI HELP!!!!!!!!!!

i rebuilt the tbi (throttle body injection?)
to day and now it wont start. there is gas blasting out at/or slightly forward of the diaphram (orange rubber). is this normal.
\also i replaced my valve covers with chrome one and a oil breather cap,, i did so because of incerdibly large burn and metal deposits on the stock valve covers

is my prblem with the manifolds, or the TBI?
is the fuel flow fwd of diaphram normal?
its on a 305/5.0 chevy camaro 1990
