They're talking about how much the spring in the lifters are preloaded before the rocker is tight. I've heard a lot of LS1 guys gripe of how its a PITA to set those OE-R lifters but all it takes is an adjustable pushrod to check what length you need.

So you would have to order those... measure preload, then order a set of pushrods to get proper preload, then wait for them to come in, and re-check preload, then install permanently, all with torque to yeild bolts?

        Sounds ****ty.

You dont have to torque the bolts to check the pre-load, just snug them up. Once the rockers are down on the pedestal, they're not going anywhere else. I'd rather wait a few days and have it right than have it half *** thrown together myself.

            Agreed.
What are they talking about on the ZZP page when they are talking about turns?

They're talking about how many turns the rocker bolt has before it bottoms out on the pedestal. You can feel when the lifter starts to compress, then count how many times you turn the rocker bolt before its down.

if you are using stock heads and stock gaskets then could you just not order some pushrods that are .04 longer then stock and then torque it down to the same specs as stock? Would that not work?

From what I've seen it would be better using a shorter pushrod but I havent seen enough to be absolutely positive. The stock length pushrod is 7.030" and you can get a 7.000" or a 7.050" from Comp.
