This was pretty well my train of thought as well. However, I am ignorant of PCM programming so I don't have any facts to back up my opinion.

The hex code is simply a relativly human readable version (compared to 1's and 0's) of the instructions that pass through the logic circuitry on the CPU in the PCM. If the instructions are encrypted the CPU won't know what they are.

Besides the Wester's site specifically says they don't encrypt it and it is readable. Viper, that programmer could have been just blowing smoke up your butt.

What the actual terminology used in what he does to the PCM is I have no idea.
