I've been wanting to get a gauge overlay that matches my cobalt gauges and black cat custom makes custom ones so I'm going that route. I also asked, since I'm having it done custom anyway, if he could make it a 200mph scale on the speedo. I have the HP Tuners program (but no car to work with since it's in the shop) the guy asked if the HP Tuners program could tune a non-linear speedo curve (which is what he said our cars run) I was wondering if the program can tune on a non-linear scale or if I should ask him to make the overlay with a linear scale so I can just use a fraction 125/200 or something to tune the speedo.

You can adjust the scaling factor, but you can't adjust the curve.
