Ok, suppose I blew my motor and wanted to replace it with another 3.8. Would it be possible to put a newer 3.8 in like say 2000 thru 2002 in? If so would the newer PCM allow you to use the Hpp3?

Yes, but you'll have to use your current intake, as the lid style won't clear your year's hood.

He need to use all of the units that came with that new engine since he's planning to use the 2k-+ PCM also. BTW, 2K and up engines have electronic throttle system.

I'm assuming he is buying a longblock, including wiring harness and PCM, which will take care of that.

Edit: Your transmission's bellhousing is probably different then that of a 2000 model, so you will have to buy the trans as well and swap that in. I completely forgot about that.
