11,12,13 is all completely different

13's can be done NA with a lot of mods and weight reduction

12's can be attained thru modding and either FI or N20

11's heavy modding and FI.

If the car is an automatic, heads/cam/headers, suspension, tires, gears, and a good tune will run 13's pretty easily. 5 speeds need the gear, tire, good clutch and some high RPM launches so it'll 60'. My car with the stock bottom end, Abbott Stage 3 heads and ported intakes, Abbott NA cam, custom longtube headers, 3.73's, BFG drag radial, skinnies, McLeod clutch, and the belt pulled ran a 13.30@102.4. If the car is setup is right 12's are possible in good air.

A local race car chassis builder/header man did them. First time out with my car after the initial head/cam swap on the stock clutch and street tires I ran a 14.20@96. After a good clutch, some sticky tires, and a some more seat time I ended up running a 13.57 at the same track.
