Re: improve hp on my 2001 3.8L
No, don't buy any chips or believe that they work. The only computer tuning that you should do and that you will see gains from is HP tuners. It's an awesome program that lets you control every aspect of your vehicle.
But for starting mods, you gotta let the car breathe. So a whisper air lid and a new exhaust setup-> Headers, Y pipe, highflow cat (or no cat at all depending on where you live) and you can buy a catback exhaust kit from there on. I'd recommend magnaflow over flowmaster catbacks because I know from personal experience that the flowmaster mufflers rust out over time.
Getting all that done might make you happy enough with the car or if you want to invest further into mods then you know where to come. We'd have to go into rockers or maybe some drivetrain stuff. I've heard changing the driveshaft from a steel 2 piece to a 1 piece aluminum has some very noticeable differences. You can pick one of those up from a junkyard out of an ls1 camaro or a TransAm for about 100 bucks.

also how much does a whisper lid run? is the installation pretty easy?
Yeah, the whisper lid is about the easiest mod you'll ever do.
