Btw, those parts are for a 97 camaro, if the parts for a 98-02 are around the same price I might just buy those, a hood, and some headlights instead. Is the wiring for the lights, and the brackets for the fenders/ bumper different on 98-02 models?

Oh yes they are.
because the front end is different on the 98+ models everything else is also a bit different, the brackets and the wiring also a bit different also.
Not by much you might have to do a little wiring and custom bracket work for everything to fit.
Check out the sticky in the top of appearance to see what is involved in a front end conversion, and what all you'll need. Bumper cover and fender swap is pretty easy. I've had my bumper off twice and swapped out a fender previously. Nothing difficult.
Yes they are pretty cheap to get OEM ebay or scrap yard $20-$30 or like posted Rock Auto 35-$40. I like different styles so if I had some rear fenders and doors that were light weight and a little different, I would use them for weight reduction.
