I'm pretty sure there are another 2 nuts at the extreme sides of the panel. Below the corners of the tail lights. Just look for more nuts and remove them.
For the stripes, a plastic razor blade and a hair dryer is probably the best bet. You definitely do not want to paint over them.
As for cure time, you can return the panel to the car after a solid 24 hours of drying, but I wouldn't put the badges on for at least a week unless you want the paint to come off with the badges if ever you remove them again.
