National Highway Traffic Safety Administration (NHTSA):

The make inoperative prohibition (and so the exemptions) do not apply to individuals modifying their own vehicles, as long as they do not intend to make the changes for the purpose of resale. If you are making a modification to your own vehicle, Federal law does not apply, so you can do whatever you want (subject to any restrictions your state may impose [WI and TN]). However, NHTSA urges individuals making such modifications to avoid unnecessary elimination of safety features.

was the removal and install hard? I know you need a steering wheel puller tool but what else?

i replaced mine with a newer stock one and it was way easy. theres just two screws holding on the air bag in the back of the wheel, un clip it. take off the nut and then use your puller and its off. im not sure about in stalling an aftermaket one but removing them is easy.

you just need to get a hub, then you bolt the hub on and screw the wheel to the hub

yes this is right, there about $60 or so, theres 4 torx bit screws holding the stock on then just use a puller, pretty easy unless you get scammed for a used hub like I did.
