Hey,
I'm planning on painting over the stock black z28 tips with some rust-proof black spray paint. Is there anything else I need to do besides spraying it so that the paint won't chip away?
If you have a belt sander, take that to it to get it nice and smooth and flat. Then take it and rub it really well with rubbing alcohol to clean it off. Let it air dry. Put some primer on it and then paint it. I guess you won't need to clearcoat it, because it doesn't really need to be glossy. You can if you want though Make sure to use High Temp for anything you paint.

I just repainted Z28 tips for my car. I sanded all the old paint off and wiped everything off really good. The first tip I painted, I used a primer. But I stripped the primer back off because I didn't like it (I don't think the primer is necessary). Then I coated the clean tips with black high temp rustoleum paint till they were nice and black. One word of advice: If you goof up when painting do not sand a small portion of the paint off unless it is a really bad goof up because when you repaint that spot It will be a different shade of black from the rest of the tip. So in other words, go slow and don't rush it because that's when you mess up. I found out the hard way. O'well I hoped this helped you.

pretty much yes...it takes out all the impurities and gives you a better finish overall. You are starting from the best point of the wheel there aren't too many humps or any other problems from the other coating your wheels had before you began to paint over it. You can get away with not sanding it down but scratches will be a little bit more obivious and I just think it gives a better finish to be honest with you. Hope this helps.
