Fog Lights

So i've got a 1998 Firebird, and I've seen another 98 Firebird around Peoria that has both the orange and the white fog lights on at the same time...
I can't seem to have both the orange/white lights on without flipping up my main headlights (the main headlights don't turn on, they just flip up).
I was wondering if there was any way to have both the orange lights and the fog lights on at the same time without having my actual headlights flip up????

Oh i forgot, put the turny one staight up and down, then hit the switch

Oh yeah sorry i shoulda clarified it better, when i hit the switch halfway (one up one down) the headlights flip up, but don't turn on, but the fog lights are on too. How can i just turn on the fog lights without having the regular headlights flip up?

wow thats weird, if I'm understanding it right, your headlights should not flip up until you turn it all the way to the right. I've never heard of that, must be some wiring malfunction.
