Please HELP. How do you get rid of water spots.

It rained a couple of weeks ago and my car port had holes in them. The water dripped onto the hood with some mix in dirt and rust from the roof.

Now the water spots look permanent on my hood. I've tried 3M's Rubbing Compound and 3009 and other products. Washed the car 2 times already and added more stuff to get rid of the spots. I've only added more hairline scratches and it didn't get rid of the water spots at all.

Is there a solution. Thanks
