If i had scratches on my bumper that i wanted to get fixed, could a body shop sand the bumper down and repaint, without a new bumper

actually how much would a new bumper be with install, paint, etc, cause a girl hit me and nothing dented but its scratched up or could that just be fixed i think there may be damage onthe other side underneath, not sure though, and part of the bumper the side came out of line a little bit near the tailight that corner, not sure doesnt look bad at all, cant see anything at all unless really close up but thinking about it makes me wanna cry.

I had to have my front passenger side fender replaced and it cost me about $300 painted and installed (the fender itself was $200). It depends on if you will just have to replace the bumper cover or the cover and the reinforcement. You should be able to find just the cover for under $100.
