I really don't use tire shine all that often. For two reasons really.
    1. no matter how long you let your car sit after you apply it, the stuff ends up on the back of your fenders. (annoying black dots on your paint)

    2. it creats more black smears on the lips of your rims (if your lucky) resulting in rewashing.

If my tires are stained from dirt I was them and scrub them with a cloth. Then use a spray foam (black magic I think) and let it sit there for about 20 minutes. They I come back at it with a dry cloth and wipe the tire down to take all excess grease off. It leaves a nice black gloss with the min amout of back splash/mess.

That's why I apply tire shine/foam before I buff my finish most of the time: excess spray gets on the rear fenders. If you let it dry long enough tire shine won't get on your paint during driving.
