It's a link to a picture on ebay for a Lambo, and around the shifter is a plate restricting 1st, 2nd, etc ... looks beautiful, something I've had dreams about ... can I just cut stuff? And I imagine that this actually would NOT help driving or anything ...

umm...sure you could do it...take some cheap sheet metal and experiment with that first...once you have the dimensions get some thick aluminium stock, and see if a machine shop or CNC machine can cut it out for you, unless you have the proper tool to do this...good luck ;)
Would be pretty cool and I think it could be done, heck anything can be done.
