Paint damage question/Price

I got backed into on my front bumper of my 97 rs, and the damage was a paint chip in front, and on the headlight pocket as well. 2 chips. In order to do it right, would the whole bumper have to be repainted. I mean to do it right, instead of just touching it up. My paint guy fixed it for me, and gave me a bill to give to the guy that hit me for $509.90. That seems a little steep. He said he had to paint the whole bumper again in order for it to BLEND in right, plus the paint is two-tone having the black headlight pockets. It was $360 for labor and $110 for materials. I'm just worried that this guy won't pay for it now being that much. I asked him for his insurance when he hit me, but he said that the insurance won't cover that, then he said he'll send me a check, then he said to take it to this autobody place he knows, and they'll take care of it for me. But I wanted to use my own guy, he was the one who painted it for me over the winter, plus I wanted it done right, and not just some store bought touch up brush on paint. What do you guys think?

$509 for just a repaint?
you could probably buy a new front clip for around $400 from the dealership and get it painted for $200 maybe $350 max.

That's still only $100 more than what they're charging you just to paint.

i'd go somewhere else personally. sounds like they're ripping you.

EDIT - You let that guy pull a fast one on you... if the damage is more then 50 dollars you better call the cops next time... i got screwed when that happened to me with my rear bumper... never again will i fall for that excuse.
