I have this same problem. The brake dust has embedded itself in the wheel. The only thing I found that would get it off completely is rubbing alcohol. But besure to finish with come sort of polish. Also, clay works pretty good.My Car: 1994 Camaro 3.4 V6 5-Speed
My Car

Take some 000 steel wool to them, then re-clearcoat them. If you clean them, the dust/dirt will just find it's way back into the cracks within time. Clearcoat will fill in the gaps, give a nice shine, and make it alot easier to clean your rims.
I used the clearcoat that was sold at PepBoys, in the spraypaint aisle. Says it's made for rims.
