what grit sandpaper did you use? If you used 1500, then try to go with 2000, then re-wax the hood.
Don't know if this will work, but Mother's Wax has a phase II called "Swirl and Haze Remover". You can find it at any good auto store for about $6.

You have to rub it out with 3M Hand Glaze.

wetsanding for me is always a last resort. I use a highspeed random orbital sander with a buffing pad and light compound, and with a days work I can nearly get the results from wetsanding... You might want to invest in something like that and try a rubbing compound, then a swirl mark remover.

Looks like you're in FL... if you ever pass through Tallahassee let me know and I'll buff your car out for free.

How old is the paintjob? I'm assuming it can't be that new. I think 1500grit is sort of pushing it on older paintjobs. It's ideal for getting dirt our of the clear on a fresly painted vehicle. Before I buff any car i'll just try to buff it. If it's something i'm really trying to get out. I'll use an orbital sander with a 3000grit pad on it, and i'll dip it into water to try and get any scratches out. Then i'll buff over that. If the swirl marks you speak of are scratches, then it looks like you might have a problem with having dirt on the pad? or maybee in the sand paper. If they aren't scratches, it's probably just compound. The dull spots are from inconsistent buffing. You want to be consistent in all areas. My biggest question to you is. How are you buffing this? By hand? or by usinga buffer?

before i wetsanded it.. there was rust on the paint. i used 2000 grit. and when rubbed over the paint, you can see the copperish color from the rust wash away.

i have tried everything before to remove that roughness and wetsanding worked.. now i just need a swirl remover

Whenever I wetsand paint, new or old, I use a orbital buffer with rubbing compound to shine it up.
