    sandpaper

It depends on how deep the rust has gone through. Is it just a little rust or a lot?

I had to cut out the rear quarter panel on my 77 when i had it. It was rusted to bad to do anything and i didn't want to leave the rust on to come back at a later time. If you can't sand it off cut it out as far as i'm concerned.

If it's just surface rust, wire wheel it and then get some Kent rust converter. It's the bomb. You can spray it on surface rust and it turns the rust black and preps it for primer. We use it all the time on stuff like door hinges and other hard to get to places. Here's what I usually do:

            1. wire wheel
            2. Kent rust convertor
            3. wire wheel again (just for good measure, to get the spots where the rust was too thick for the Kent stuff to get to)
            4. Kent rust convertor
            5. Self-etching primer (usually martin senior, sometimes PPG)
            6. Paint

P.S. if you need to do any body filler work, be sure to do that BEFORE you use the self etching primer but AFTER the rust convertor. (make sure it's good and dry, too)

            Have fun!

I support the cut it out, re-weld a new piece, sand, paint
