can some one tell me what the width of the filp down cargo cover is ?

The little section that covers the t-top rack? I'll head out to the car now...

14 5/8" x 39 1/4" x 1/4"

The final 1/4" is how thick it is considering it has a rolled edge. The material itself is much thinner. This also isn't taking account for the knobs that keep it in place just the main section.
