Alright, I'm feeling really dumb. I'm usually the guy who figures these things out!?
Anyway, I've tried everything! I used decal remover,nothing,brake cleaner, nothing, hair dryer, just fadded it.
I know lots of people have done this, how the hell did you do it!
Well it's not a decal, it's actually painted on the surface... so maybe take some kind of paint remover or try sanding it out. I would be very careful in doing this because you don't want to damage the entire center piece. It might be easier to try to find a blank center piece.

Try oven cleaner. Heavy duty oven cleaner will take it off without hurting the clear coat. If you have to try 1500 grit sand paper and use it to wet sand. Be very careful with this approach though cuz if you go over the same spot too long you could scratch it up pretty bad. Wax will get out any dullness after doing this.

One word for you MEK, strongest **** you can buy to take that stuff off. I got all my dealer decals off by using it. I got it at my work though. But I don't see why you can't buy a can of it at lowes, home depot, or ace hardware or any other hardware store.
I used carb and choke cleaner to take mine off, it took alot of scrubbin, but it came off. ;)

93-97 Formula Firebirds came with a blank black center piece between the taillights. New from GM will cost you like $70, last time I checked, but you could probably get one from a junkyard for a few bucks.
Had to be evacuated Monday again after a fire was going on the hill behind us. Only 3-4 hours, they did a good job getting it under control. Especially...
